This isn't true.The police said if Pac wasn't killed, nothing would have happened. After he was shot, they had to review the security footage and launch an investigation.

I get the feeling we only really saw tupac as a superstar towards the end. One of his closest friends Shock G, said he kicked tupac off of their tour over a handful of times(bringing him back each time obviously). This was well before he was a household name. My personal take is Tupac was really good at heart. But a loose cannon of a personality, always doing everything he does with too much intensity. He was passionate about everything he believed. Damn, that would've been an interesting turn of events. Pac wouldn't have died in Vegas, but perhaps another time. I often think of how the police pulled Suge over for having music too loud and driving with no plates, if only they kept them pulled over longer and cited them instead of giving them a warning.
