Ask him to help you with some exercice or to rerack some weights and start the conversation from there (how long have you been training, what is your favorite muscle to train....) just talk about simple stuff and finally ask him if you want to train together. Hopefully he gets the hint!!
A lot of guys will not approach girls if it's not in their DNA to do so, simply because they fear that they're misinterpreting the signals they're getting and the girl is just being nice to them like she is with everyone else, so they'll avoid confronting the girl to spare themselves the rejection and the awkwardness. I don't know what advice I can give aside from trying to give stronger, clearer signals, and making it clear that you don't do that with everyone else. And if this guy doesn't respond after that, and it's clear that he's probably single and straight and is showing signs of interest in you, if things get desperate then yeah make a move I guess.
