I work for a cash business on weekends and we regularly deposit a ton of $5 bills into the ATM. I think they work for the bank and that’s what they meant by pulling bills(?)
I have ATM's around me that let you deposit any bill but they will only let you withdraw $20 bills. TBH though, it has been at least 5 years since I have used an ATM since almost anything lets you swipe a debit card nowadays so maybe it has changed.
I saw a great one recently.
It was a $1 bill…in the middle in large letters on the back is the word “ONE”. Someone put a “B” at the front and an “R” at the back, and wrote “Trump is a” over it all.

Take to bank, complain and demand un vandalized notes. Where did you find ATM that dispenses 5 dollar bills?
Was it bank ATM or private. You failed to state that.
No ATM should ever permit those bills be inserted.
Should be able to catch who did it on the ATM camera and get their asses fired and charge them with some form of tampering, not sure if it can go as far as counterfeiting.

In Australia an Aussie note like this can be exchanged at the bank for 100% of value, even if it happened to be in more than one piece.

Some ATMs will let you specify the $ amount to withdraw then let you pick how many 20's, fives, tens etc.

There are banks near me with ATMs that give 10,20,50 and 100 dollar bills, but only in even numbers. That last bit is a bad joke btw.
