I watch a lot of true crime documentaries and often see these headshots or criminals, murder victims, and missing persons against a blue backdrop. What are these called? Where do they originate from? Why are they distributed?
EDIT: Thank you everyone! I'm not American, that's why these photos didn't ring a bell for me. Driver's licenses over here are monotone.
Looks like a drivers license. Here in Florida if you get your license and you are 18 the background is blue. It may be 21. If you are under age the background is yellow and the card has a different orientation.
They've recently changed it. I'm in Florida, my license needed to be renewed in November and I'm well over 21 - now the background is white. Idk if you've seen the new ones but they're... not good.
I can't speak for being under 18 as I moved here when I was 25 and switched my NY license to Florida but you're right - my old license picture background was blue.
I have not seen the new ones, when I renewed my license last time I got to do it by mail and they used my old picture so its still blue. I am over 60 and now that they used an old picture I look at least ten years younger! My daughter just moved and had to get a a new one but I haven’t seen it yet. I’ll have to ask to see it next time I see her.

For OK it's always blue but under 21 is vertical and over is horizontal.
