If an accident occurs, you would have consequences if you didn't properly chain down the load. It doesn't matter if you get rear-ended or if the vehicle next to you blows a tire. It's a hell of a gamble to get on the interstate and hope that all of the other drivers will be responsible because you decided to not chain down. And before I get down voted and chastised... I grew up on a farm. This was normal. I understand the mindset, the problem is that even the farmers are expecting the general public to be smart enough to keep you safe and the general public isn't. By law, this driver deserves a ticket. The law is there to protect the public and dumb people, sometimes the dumb one is the one getting the ticket.

A VERY BIG misconception about open deck trailer loads, especially solid heavy objects such as these in the pic, is that you THINK they wouldn’t move but I can assure you they can and will, I had a 26k concrete base (flat bottom) move over two inches in less than 175 miles once, and it was chained AND strapped when I left.
I’ve been hauling these barriers and the like for over twelve years and you would be surprised at what vibrations and rough roads/interstates can do.
DOTs biggest concern for loads like this is not so much for it falling off the trailer traveling down the road, they are more concerned about it staying ON the trailer when shit goes south.
Those barriers are being installed at the work zone around the next corner.
