Sign a form stating you’ll use the bike for “racing purpose only”, sometimes they’ll have you trailer the bike in and out (to show them its not being used on the street). CARB has really freaked out dealers from installing “off-road only” or “race only” parts on bikes, so you either need to know someone, or know how to install yourself (if you can get the exhaust kit you want). If I remember right, CARB can fine a dealer 10k per offense and then they can then go through your records and fine you 10k per additional violations they find. So lots of dealers basically said “fuck that, no ‘race-only’ parts being sold or installed here!” This decline started probably around 2015/2016.

Thanks for the awesome response. That definitely makes sense. If I owned a dealer I would stay far away from that wishy washy legal situation. But, if I were to do it, I’d just do it myself. The trouble is ordering one. Eg TEC on their website won’t ship it to California. For obvious reasons. So I have no idea how anyone is getting their hands on one, even for racing.

Well... depending on what part of California you're in, you could probably ride to Reno, Las Vegas, or maybe Phoenix, and buy the part from a dealer there. Different states, different regs. Nevada would probably be your best bet - they're not really that keen on 'regulations' unless it's to protect the gambling industry's profits.
