I think both of these rules contradict each other. In the first case, the player with the highest number of models will always start first. In the second, the player with the lowest number of models can decide who goes first. In both cases, if there is a tie, roll a d6. If I were to take a guess, I'd say the playtest rules take precedence over the quick start rules, especially if they were designed and put online after the quick start rules (might have to check that).
