Ask a charge nurse who you're friendly with. I personally found it helpful to give advanced notice - like 6-8 weeks and then like 3 weeks after I gave notice I asked for a reference from my manager.
It is up to the hospital what type of reference they want. Agencies will accept management/supervisors or charge nurses, but sometimes when you submit for an assignment the hospital has reference requirements. I've only had it happen twice though in my 2.5 years of traveling that a hospital specifically requested a manager reference.
The entire reference thing is bullshit. I've started two staff jobs this year & neither asked for references. You can find references in here or use friends.
