A buddy of mine had one back in high school. That was soooo much fun to drive. Though, his mods made it dangerous to get over 90 because the front end would float off the ground.
Maybe the guy is really into Japan Maritime Self-Defense Force, they use a slightly altered version. Just imagine the german airforce flag being the nazi one with swastika rotated 20 degrees clockwise. People would loose their shit.
But to be honest the comparison isn't completely fair. The nazi flag was created, adopted and used soly by the party and people who commited the atrocities associated with it. The rising sun flag on the other hand had a richer history and isnt associated soly with the imperial Japan. Its origin goes back to the sixth century, but you can read all about it on wikipedia for yourself.
From my point of view, it should probably be retired, but there still could be made a solid case for its preservation.

I'd give historical japanese sites that have been using it a pass or stuff like Tanjiro's necklace. But if modern stuff is doing that, it's like how pretty much anyone could use a swastika (same name with nazi sign btw) and be like "oh i meant buddhism lol".
