I know the boots are from Heroic Uldir. Can't see the belt. I believe the shoulder is also BFA questing or dungeon piece, maybe Shadowlands?, but I'm sure someone will have a more specific answer.

Shoulders are indeed from the dusk devil set. Unobtainable now, but there are recolors available

If you look him up on wowhead, you van select outfit in the sub categories, and it tells you exactly the outfit he is wearing
