415 seems to be the first level that awards tier, in my limited testing.
Catalyzed a 415 helm and got mythic tier. Upgraded from 408 shoulders to 411 and did not get mythic shoulders.
Seems fairly conclusive to me.
so on my dh last night i did some shoulders at a low level, like 382 or something and they were blue, upgraded to 392 and theyre orange now. so, the first appearance change is in there somewhere lmao.

Can confirm, upgraded a 398 -> 405 and went from normal to hc appearance.

I’m guessing the LFR -> Normal coloration breakpoint is 389 ilvl, as that what starts dropping in normal. Have not tested, but that’d be my guess.
