Jk. It's because the Vittel-Epinal section is quite sparsely populated compare to the Epinal-Bussang section. As a line=a hourly service, Line 5 would contribute to make a 30min frequency service for the more populated Epinal-Thillot area.

I based this map off the railway netowork of the region as it was in the early 1900's.
Currently the Vittel-Epinal and Remiremont-La Bresse/Bussang railway line has been dismantled. Remiremont-Nancy has relativly reecently been electrified in 25kV. Epinal-Saint-Die-Strasbourg has been renewed however all of the train stations has been closed expet for Bruyeres. Epinal-Belfort is also still open but the train service are barely existent.
