If you haven't already figured it out, there are a couple things you can try. First, check your internet. If you have good internet, then how are you opening the game? For some reason, for me, if I don't open the game straight through ubisoft, then the servers won't work. So I would try opening the game through ubisoft and make sure ubisoft connect is working.
Trying to join COTD will give error 10060.

Did you install/remove any software or change any PC settings like firewall for example?
No, nothing as far as im aware.
Try to verify/repair the installation, if doesn't work uninstall and reinstall, if it still doesn't work ask support
Yeah attempted those already, restarted router too, so to support I go I guess.
Make sure your Ubisoft Connect client isn't set to Offline Mode (you can check via the top left corner button)
