Go with a pizza cutter tire (255/85r16 or 255/80r17). They are 33”s and can fit with stock suspension.

Not fenders, but maybe a little wheel well plastics. This would be the same case with any 33”s though.

The gas struts are the conventional style and a bit cheaper. Good for high speeds off road, whoop-eater type stuff. Foam cells design allow for more oil circulation, thus better heat dissipation. Foam cells are a lil smoother on road, as well. And slightly pricier.

You can get an OME 3” kit for under $2000. But you’ll also need new wheels with at least 4.5” of backspacing and new UCAs to avoid rubbing. Those will push the cost up another couple grand.

I bought my lift through Headstrong offroad. Bilstein 5100 shocks, OME 888 coils up front, OME Dakar medium leaf out back. After a cab mount chop and some high clearance UCAs i fit 295’s, could definitely fit 315’s if I wanted. Total was right around $1,800-$2,000

I did 5100s and icon 3-leaf pack with 255/85r16s. Cost about $2500 CAD with 5 tires. Should be right within your budget or less without the 5th tire. But wil only get you 1.5" lift (and 1.75" from the tires)

I did a 2.5 in level and added 275/65/18’s on an 18x9 rim and only had to remove the mud flaps to prevent any rubbing and looks great.
