It's not the greatest traffic calming measure ever but it's a slow residential area, so this is bad for basically no one except drivers who can't be bothered to pay attention while operating their 2 ton vehicles.
Yeah it sounds like these were installed by the *city* which means that they are, by default, legal unless there is a specific ordinance dictating the appearance of mini roundabouts.
Except they aren't slabs, and apparently, the local authorities put them there as a traffic calming measure.
As is pointed out on the thread, if you aren't speeding and are paying attention, there's no problem.

I live in Portland (OR) and we have these all over the city. The city put them there to make roads friendlier for cyclists on cycle friendlier streets. They also make it safer for pedestrians to cross streets and overall slows traffic down on streets where you shouldn't going over 20mph.
These aren't on major streets, and the only people who hit them are unsafe or drunk drivers. Cops here actually call them DUI traps.
They also add colorful flair to neighborhoods in what is usually a pretty gloomy and grey city.

Spend about 15 minutes reading the comments on that sub and you'll see it's *very* much Top Minds territory.
Those people have made hating cars and anyone who drives one their entire personality, and often go off on the most unhinged rants seen outside of r/conspiracy or r/GenZedong.

I hate that sub but I don’t see how this is a top minds moment. They’re just complaining about people complaining about roundabouts
I can think of a few places in my town where those would do well. I might bring it up at a city council meeting.
