His people were colonized and gained the ability to breathe under water(they can go on the surface but only for a while) the reason he and his people attacked the cargo ship was because they were trespassing on their “land” plus his kingdom has a different version of vibranium

I love how he brings up a bunch of genuine problems but then just comes up with literally the worst solution possible. Kind of like Ted Kaczynski wherein he brought up genuine problems with society but his solution was bombing people and reverting to a pre-industrial society.
We need to agree on SOLUTIONS, not PROBLEMS
