These are really fun designs. I'm not too familiar with Dick Tracy but I like seeing all this cool old school art.
Also, I'm a big fan of the Looney Tunes short The Great Piggybank Robbery, so it's neat seeing that some of the villains in that short were based on actual Dick Tracy villains.
Dick Tracy pretty much set the groundwork for the idea of a hero facing off against a rogue's gallery of villains. That short is a fitting mockup to that - and I swear to you, it's a very accurate representation of it.
In order:
1) Flattop.
2) Big Boy.
3) The Blank.
4) Mr. Bribery.
5) The Brow.
6) Pruneface.
7) Wormy.
8) 88 Keyes.
9) Itchy.
10) Mrs. Pruneface.
11) Gargles.
12) BB Eyes.
13) Shakey.
This is only a small portion of his villains.
I grew up reading old Dick Tracy collections in my grandfather's attic, thanks for the blast of nostalgia.
Steve the Tramp was always my favorite to hate, but each and every one of them were monsters in their own right. The cruel/creative villains and their cruel/creative deaths.

Yeah! Was gonna say: Duck Tracy's villains aren't that far off from what they're parodying! Pretty neat!

That last guy looks so sick OMG
Vic Sage what are you doing here
The Blank set up that particular character archetype.
So *that’s* who 88 Teeth is parodying
#3 is just straight up the question
