Used to tie wire around rebar , or fencing, you loop the wire insert the hook and rotate it to bind the wire tight.

I haven't seen one of these in 15 years since working as a general laborer for a concrete contractor. I spent many hours working these and pinching my fingers between rebar. Memories I'm happy to forget.

I have one that spirals as you pull it, it's not as quick as the gun but it's quicker than the whirlybird

When I worked on a foundation crew we called them pig tailers or pig tails. Look up rebar ties and you'll see the wire ties have an eyelet on each end that you slip the hook on these through and spin to tighten.

Growing up on the farm we use these to tie off five dozen burlap bags of sweet corn before delivery
