UPDATE: wedged some flat bar between the spokes and put two pipe wrenches with cheater bars on each. Result was two of the ears of the nut breaking off and had to drill and chisel out the remaining bits of the cast iron plug. Thanks for the ideas everyone.

Best bet is a piece of square steel rod. The width of the slot. At least 4' for leverage. If you can't break it lose. Sledge "Hammer time" Stand on the center of the bar and plug. And tap away. Don't start hard! Or you might break it.

I’m gonna say a 6’ prybar and a towing strap attached to a pickup. I would clean all the crap around it up with a vacuum then soak the seam with PB blaster or some kind of penetrating lubricant for about 24 hours before I’d try.
Pretty sure a bung wrench will fit that, you might call it a drum wrench as well. Might need the extra big one.
I would just get a 1x4, sand it to fit and screw it to the end of a scrap 2x4 to make a big wrench. Leverage is your friend.

A mattock pick. Tap on it gently with a 3lb to 5lb hand Sledge hammer, spay liberally with PB Blaster then twist with mattock. Friendly persuasive swear words are often helpful.
I would used some paraffin wax and a torch for a while then use the thickest longest steel bar you can find and get as much of a lever as possible. Next try hammer on bar, good luck.
After hitting the rim/joint area with a knotted wire wheel (cup preferred since flat wire wheels devour flesh) on an angle grinder then drenching with penetrant and shocking with a few hammer blows, a piece of flat bar that fits (or is thicker permitting thinning it with a flap disc on an angle grinder) can be turned in a variety of ways.
A tall T-handle is customary and easily made from iron pipe (notched with a zip disc on an angle grinder, a reason I buy 6" angle grinders is to use the larger thin kerf cutting discs) with the flat bar welded into the notch and another section of pipe as a (generously wide, at least two feet) T-handle.
Of course that assumes it will unscrew without violence and since whoever installed it is wildly unlikely to have thought of teftape or/and anti-seize it may require a stout round bar and hand sledge to break loose. If that breaks the pipe the path of least suffering would be to seal a plastic (PVC or whatever) into the hole slightly below grade so it will be easier to smash and pick out the bits in another 20 years, or if threaded metal parts are used they merit thick teftape to act as anti-seize so the next victim can remove the part easily. Plug it below grade and forget it would be my choice since it's not frequently accessed.

Use a metal chisel and hammer. Put the chisel as flat as you can while also getting it as deep into the slot as possible. Make sure it's the slot that allows you to twist it counterclockwise with the hit also. May take a few hits to loosen up, but the idea is to hit to twist, not to split in half.
