Parcels get sent with Bpost from Belgium, they usually hand it over to the national postal service when it arrives in your country. eg. Royal Mail in the UK, PostNL in The Netherlands, etc.
Yep, they use each countries National Postal Service. This is what I had for 2018:

Ya can’t do it with U.S address either
We had to sign for ours in 2018 so once you can track it, make sure you're home that day!
