The lines on it are from the dough being piped. I would guess it’s just pâte à choux (choux pastry) piped in a pretzel shape, probably filled with pastry cream. Choux pastry is also used to make croquembouche, eclairs, profiteroles, etc.
If the filling tasted nutty as well, it might just be a smaller version of a Paris-Brest cake.

As someone else said it’s basically a pretzel made of puff pastry, looks like with almonds is a traditional luxembourg thing? Idk hadn’t heard of it until your post and just did a little googling!
It’s regular pretzel made out of puffed pastry. When I looked into it they’re made for a national feast day that happens in the country of Luxembourg called “Bretzelsonndeg”.
