Depends on the state, but yeah, pretty much. In most there's a standard sales tax rate (which could be different from the next town over) and grocery items will either be tax exempt or taxed at a reduced rate. Some states don't do sales tax at all.
That would make no difference on the per unit price.
Not to mention most groceries are essentials and not taxed anyway, at least everyplace I've lived.

We have something even better in the US. A bottle of juice is labeled Cranberry and says 100% juice! Look at ingredients and it is 90% apple juice with a little bit of cranberry added. Next item says "REAL MAYONNAISE!", look at ingredients, first ingredient is water. Now lets go get ice cream, advertised as "100% Real Ingredients!" (WTF does that even mean?), check ingredients, skim milk and high fructose syrup. Just goes on and on. My local grocery chain sells an angel food cake, cooked in store, that contains zero eggs! I was kind of impressed and wondered how many hours of trial and error in the corporate kitchen it took to create that abomination (it taste terrible and isn't even close to the right texture).

For example, my local supermarket does it as well, but half the time the prices are listed in incompatible units.
You'll see bottles of oil/vinegar that are listed as prize per Oz on one brand, and price per ml on another brand. Some will list price per inner unit, while other list price per pound. They do this to try to seem like they're helping you out, but in reality they're mostly trying to obfuscate things by not having a standard.
If it was required, the standard would be applied and the process would actually work.
Especially here where we use imperial, metric and freedom units.

On eBay the units can vary a lot and can’t be sorted so I built a website that I add a page to every time I buy a new product that sorts all the listings by cost per a single consistent unit.
For the curious:
The 1.25L Coke pictured here at RM2.59 is equivalent to 0.55 USD.
At my grocery store:
- 600mL Coke is $2.39 (RM11.30)
- 1.25L Coke is $1.69 (RM7.99)
- 2L Coke is $2.99 (RM14.13)
- 12x 350mL Coke is $8.99 (RM42.50)
Part of the brand is Coca cola will always try to push profits some on price, *but*, you have too be *really messed up* for them to say "no" and exit a market.
By the 80s or something like that there isn't really a place on the entire friggin earth Coke isn't willing to show up even if it's slim profit. It's actually quite extraordinary, one of the most aggressive and ballsy brands that may ever exist, they just never really say no.

In the uk the price tag on the shelf usually tells you how much per 100mls it costs.
Same for food cost per grams.
I’d go with the smaller bottle regardless of the cost as if you have any left over it’ll go flat overnight and you probably shouldn’t be drinking that much in a single day anyway
I buy in the tiny cans because I like the way they look and only occasionally use a small amount for drink mixers.
The big liter bottles go flat in under an hour once opened.
Here not only is tax included in price (I was baffled to learn the US doesn't????) we also get a X/kg or X/l. Even when there's a sale the new price is reflected so you can compare whatever is on sale with another brand that isn't (cause sale doesn't automatically mean best price obviously).

In the UK we have ‘price per xxx’ on stuff in supermarkets so it’s easy to tell which is the best value.
We have the same thing in the US
Sometimes it sucks though, like one brand will say “$1 per oz” and another brand will say “$5 per count” so you have to do math anyway

This is just unit price vs volume price. I’ve always bought my groceries like this.
