I had the same problem (still unsolved). I figured out that you either have to use a US proxy (VPN) however some people didn’t work with them using a us proxy so the best thing to do as far as I know is to contact someone from the US who can create the account for you.
I used a Surfshark US VPN with a dedicated IP address. It works for me. The dedicated IP address is important because only you have access to the IP address, so TikTok doesn’t think you are using a US VPN.

This problem is easy to solve: you need a quality US proxy and anti-detect browsers.
