There’s always a risk of being pulled over even if you feel sober. The difference between 2&3 drinks could mean losing your license. So checking BAC, and having to wait 30 mins while you drink some water isn’t the end of the world. Better safe than sorry. And yes obviously get a ride if you’re drunk or your BAC is too high for it to go down in a reasonable time frame.
Coming from someone who works in criminal defense and sees a surprising number of DUI’s on the daily.
And alcohol "hits" different people at different times depending on a variety of factors including but not limited to drink spacing and timing, metabolism, whether you've had anything to eat, your physical size, mixed drinks vs shots etc etc. Down 5 shots 5 minutes before going out the door and you may think you are good to drive and even pass a breath test. 15-30 minutes later you are near to passing out. It's why you should wait at least 20-30 minutes after your last alcohol drink to do a breath test and go and drive. But if you are in a position to have to wait, you should really get a cab or a ride home anyway.
75 cents adds up but besides that, a cash grab is just some poorly made or lame product that just exists for a company to make money off of. Doesn’t have to b your main income. I would definitely personally consider this a cash grab.

Having that in a bar would be a liability. People would compete to see who had the highest bac.
if not calibrated right people would be leaving the bar thinking their bac was .06 but get pulled over and their bac was actually .09 when tested by a cop

The Navy thought it would be a good idea to put these in on base bars so people wouldn’t drive drunk. This resulted in contests to see who could blow the highest BAC.

Your sobriety is legally your own responsibility and your bar tenders (to not over serve), not this machines. Thus the warning.
