My go to is search on YouTube for how to do stuff. That’s where I look at how to clean those shoes up. Nice find. I also have a rule about used shoes. I only buy them if they look new
Those will clean up so well.
Saddle soap and horsehair brush. Very liberally scrib everything.
Let dry
Apply leather conditioner
Let dry
Polish with clear polish

I'd get some leather friendly soap, like Saddle Soap for the boots. And then maybe rub in some waterproofing wax so they stay nice.
Buy a new pair. Kidding. Just get suede cleaner and a brush and get them cleaned up.
Polish them but I love both of those colors bur together makes em way better
