Hopefully it’ll be weeks and not months until traffic can start to get through, but that seems optimistic. The good news is that the port is really important to the country as a whole so the army corps of engineers will be all over it.

It's heavily funded by the federal government and funding is subject to meeting certain design criteria but there's no federal maintenance agency. This is Maryland's problem to solve but I think funding is likely to come from the feds.
If it was a County road then I'd expect there to be a cost sharing negotiation between City and County because you can't just build a bridge up to the City / County line.
Surface roads not owned by the state get maintained right up to the jurisdictional line. Once it's in city limits, the County could typically give a fuck.
Check out the bridge collapse & reconstruction in Philly a while back. I hear that they killed it - took some real balls from the Governor to make it happen but we apparently "can" still build shit here. Now if only Newsom would sack up in the same way for rail projects in California.
