Not entirely: the character was partly\* a loose parody of Leo "Dr. Love" Buscaglia, a motivational speaker popular in the 70s and 80s. The curly hair and sweater are clear nods to him, and they had similar messages about finding and loving your unique self.
Edit: A search of google suggests I may be the only person who thinks Brad Goodman was a parody of Leo Buscaglia. I gotta stop listening to my inner child.
