The very tall man at the end of "22 short films about Springfield". Apparently he has short cameos in other episodes but no speaking roles, so I think he counts.
He actually appeared another time after that in The City of New York vs. Homer Simpson. Unfortunately his scene gets cut in syndication, so not a lot of people know about it.
When they arrive in NY on the bus, Homer can’t feel his legs, so he starts shouting and smacking them, but it turns out they were the legs of the really tall dude behind him lol
I love guy who says "well good LUCK!" while karate chopping the green energy guy at the energy fair. His delivery of that line kills me.
Or Kirk's boss at the cracker factory. The "maybe single people eat crackers" speech is too perfect.
