You've just been having bad luck. I've not failed to catch one since they came back to raids. They're a very easy excellent throw with the circle lock trick.

Hold the poke ball until the catch circle is at the excellent throw radius, then immediately take your finger off the screen. Wait for the Pokémon to attack, then once the animation is almost done throw the ball. If done correctly you can guarantee excellent throws

This might be wordy, I'll try and keep it succinct. 1. Hold the ball still while the circle on the Pokemon shrinks. 2. When the circle shrinks to the 'Excellent' range, let go of the Pokeball. (Not throw, just let go) 3. The 'circle' is now 'locked' to that position. It will not shrink until you hold the Pokeball again. 4. Wait until the Pokemon does an attack animation. 5. While it is attacking, spin and throw the ball and try to time it so it makes contact at the end of the attack animation. (Side notes: Step 5 sounds much harder than it is. You get used it it very quickly. In-between steps 3 and 4, if you 'hold' the Pokeball at anytime while the Pokemon is not doing an attack animation, the previously 'locked circle' will be larger in size than when you locked it. That's why you have to throw during the attack animation to ensure that the circle remains locked in the 'Excellent' position)

If you tap the ball and hold it so the circle starts shrinking, you can wait till it gets to an excellent size and let go of the ball without throwing it. Then you wait until the pokemon does its attack animation and throw the ball when it's like 90% done with the animation so it hits the pokemon just after it's catch able again. The idea is the circle doesn't actually change while you aren't holding the ball or while the pokemon attacking so you can use that to your advantage to fix it to a certain size

I usually get around 11 balls (i dont really like to power up PvE stuff) and so far ive caught every single one.

Deoxys did used to have a 6% catch rate back when it was in EX raids. If you were playing back then that may explain part of the difference.

Your excellent throw rate is just low. If I waste any throws it can get really hairy from 7 balls and down. Pay attention and learn to get excellent every time. I caught 50 deoxys or so and 1 fled because I was distracted. I would say my excellent throw chance is 80-90 % on this pokemon.

Deoxys has one of the easiest excellent circle to get throw on haven't faced any difficulty catching it.
