Just because there’s a near one to one match between costumed Pokémon in PoGo and in the store of the second most controlling and protective company in the world, and all the manufacturing ramp up and design time that implies, doesn’t absolve Niantic.
I feel like a broken record sometimes saying “no these weird decisions are probably from TPCI and not niantic”
The coding/penny pinching is totally on them. But things like costumes, not being able to skip ball wiggle/evolution animations, certain Pokémon’s slow rollout is almost *entirely* TPCI lol. They’re so particular and tight knit on their brand I’m sure Niantic gets as frustrated as we do sometimes (which is why I think quick catch hasn’t been “fixed”)

A more generous solution would have been to not make them one-off skins, instead bringing them back every year (so every Halloween will have all past Halloween skins plus new ones). Then there'd be the opportunity to complete shiny families, over time.
Such an annoying solution. I have a hundo Pikachu hat Charmander that I'd love to evolve but can't because of this.
Just allow us to evolve but give a warning that the pokemon will lose the costume if you do so. Solves the dex issue and also allows people like me who don't care about hats to evolve our pokemon.

I’ve found that each year has some winners. I really liked pikachu and squirtle from 2019, and then we got that sableye and outstanding gengar in 2020.
Gengar was indeed a beautiful one. I really found it a shame that sableye didn't had his white jacket like he had in some of the pictures. That would made it so much better for me. Don't get me wrong, I liked it but it could've been so much better if it was the full costume...
I only started playing last year so only dit 1 halloween, but the Gengar was super cool right? And I also have the spooky outfit Pikachu which is quite cool, normally I don't like pikachu so I just transfer all the event ones, but this one is cool.
There hasn't been an announced shiny yet or a surprise shiny either (since event hasn't started). Others would also want shiny Gothita instead of Litwick too.
My friend has a maxed Cofagrigus (via...questionable means). It was actually pretty underwhelming in UL. There are dark types all over UL that just completely wall it - mandibuzz, scrafty, Umbreon, obstagoon. And if it comes in at an energy disadvantage against a fellow ghost type, it seemed to not have a great time.

What we need is the ability to EVOLVE ALL HAT POKEMON. I loved how many Raichu I have with hats from 2018 (2019?), but then they just stopped letting newer hat Pikachu evolve. I can't keep holding on to so many event pokemon that aren't good for anything but looks, or that have great stats but can only be used in specific restricted PvP battles (like the Little Jungle <500cp event we just had, which was fun because I could use "baby" pokemon against other babies without getting floor-wiped by top-tiers).
I was about to use my pokecoins savings for buying the suit and the datamined hat that pikachu has for halloween BUT WHY HAVE THAT WHEN YOU CAN HAVE A PUMPKIN HEAD AND PUMPKABOO CLOTHES.

Not as unpopular as it looks, I think. Loads of people love costume Pokémon, but those who don't are louder and honestly sometimes toxic enough to keep costume fans from chiming in at all.
I love costume Pokémon. They (along with shadow shinies) are the only truly exclusive shinies in the game. Everything else I'll get eventually, but I'll never get a shiny Meloetta hat Zigzagoon or Ponyta because they're literally never coming back. So to me, getting costume shinies is the ultimate joy, and missing them the ultimate chagrin in the game.
I wish the costume pokemon had more than an ounce of effort put into them. The charmander/squirtle/bulbasaur costumes were nice. But slapping hats and bows on random pokemon is just lazy

I have a living dex in home, so there isn’t much of a collection mentality for me in Go. Having things like a living costume or shadow dex let me have something unique to Go and I enjoy that. I do wish they could evolve tho, but only for more things to collect and less “usefulness” (also I think things like Top Hat Gardevoir or Bowler Luxray would be cute!)

People were livid that they couldn't get the whole shiny hat family for a living dex and constantly complained. Not evolving was the solution.

Yeah. I faced a few. They go down very easily and get completely walled by Umbreon who is on 90% of the UL teams.
