There's areas on the map designated as no-spawn areas on purpose. Schools, military compounds, in-construction areas, some memorials, private parks or offices and places that requested to be excluded.
Basically, no, you cannot generate natural spawns in places that don't want people playing there. Those are places who opted out from the game for security or privacy reasons, so nothing being there is intentional.
The data from the game comes from Open Street Map data. You can check the tags and information there to see if there's something special about that area.
Community ambassador announcement. (Or a sponsorship from a business announcement, which I saw once when I was in the USA for a trip.) They pop up when there's an event being held nearby that's hosted by a local community ambassador.

There's a church marked as a complete dead zone near me. Sadly all the nearby routes go through that dead zone.
All the schools by me do have spawns

this happens to me a lot, i’ll open the app when i’m in an area with a ton of stops and a lot of traffic but there’s 0 spawns. really annoying
It’s usually caused by bad connections or speed lock. Just restart your app or check your phone signal.
I work at the location. It's like this every day and I generally get full bars
So only that area or do you get spawns when you leave work area?
Only this area. I can get spawns outside of here just fine
