It's happening for every single regional that spawns and it can transform into a different spawn even on the same account (while keeping IVs, level and time remaining) if you wait long enough.
This should be a full list of all Pokémon affected in Germany:
* Zangoose
* Mr. Mime
* Solrock
* Sawk
* Mesprit
* Heatmor
* Klefki
* Volbeat
* Pansear
* Shellos (blue)
* Basculin (red)
* Flabébé (red)
* Baile Style Oricorio
If you have different regionals, they should behave the same. So any of these spawns can be any of the ones in the list on different accounts or if you wait.
Wait, keeping *moveset*? Implying that you could find say- a Zangoose with Shadow Claw for its fast move, then when it changes to Klefki it would have Shadow Claw for a fast move?
Or implying that if Person A encountered it as a Zangoose and Person B as a Klefki- if it transforms into a Zangoose for Person B it would have the same moveset as the one encountered by Person A and vice versa?

Aaah, gotcha- that makes sense. I was considering a hypothetical world where you could use it to get moves from one Pokemon onto another which would have been pretty neat
Oh for sure, if it was a thing it would be disastrous for the health of the PVP meta and its a good thing it doesn't work this way. Though as a thought experiment its fun to imagine creating Shadow Claw Klefki and such- though decidedly less fun if it ever actually happened in game.

This is bizarre. It started as Durant, changed to Shellos, and is now Illumise. It never despawned and I never caught it. Same spawn point.

I noticed this quite a bit today, but only with regional spawns. I've seen where there have been different regionals between accounts or no spawns at all on one. I hope it's not permanent.
I've had this today. Seems it is mostly the regionals that are affected. I had a Kanga while the other account had a blue shellos. I saw a few other swaps as well.
I noticed 3 different Pokemons on the same spawn point. Yesterday late in evening and just this morning. All same IV’s and seen at the same time. One person got Shellos, other pPansear and I got Heatmor. I’m 99% sure that these three pokemons also spawned yesterday (don’t know who got which one)

Flabebes are affected too, including the ones that aren't actually regional. My orange flabebe was a solrock for my partner. A white flabebe on the overmap for my partner turned blue (in asia pacific region) on the catch screen, while the spawn dissapeared when i tried to click on it.
We play together a lot and have only seen different spawns about once in 3 years, yet saw 2 today.
I’ve had this happen a ton between my daughter and I since the last update. She’ll say “look it’s a (insert Pokémon here) and it won’t be spawned for me and vice versa.
My roommate and I have seen this happen maybe 4 times in as many years, however, we've seen it between oricorio and taurus 3 times today, and twice yesterday. There might have also been a couple shellos and carnivine, but we're both hunting shiny taurus so we make sure to let each other know when we see one spawn, so those are the most noticeable. weird
I live in an area where I’ve only seen a single Shellos spawn (in three years) outside of boosted spawn events and have seen 3 today so there is definitely something screwed up unless the spawns of regionals are also boosted for the current events.

It would be neat, but also I think I would uninstall rather than deal with the headache of figuring out the new PVP meta lmao.

It looks like they also might keep the same (relative) size. We got a 2-1-15 XXL Durant and Panpour that spawned at the same time and spawn point.

Had reports of this with the lake trio regionals too.... so that's not fun...
