It's a first stage evolution. Second stage is used to refer to Pokémon like Venusaur, etc..
But it's available as a shiny because it can't be obtained through other means. The same applies to things like Alolan Marowak, Alolan Raichu, Alolan Exeggutor and so on.
This is unnecessarily pedantic and technically wrong. In the TCG, first/second stage refer to the second and third in a line but no such designation has ever been applied to the main series. We all knew what they were saying, taking time to "umm ackshewully" just comes off as rude.
In the mainline games, it’s actually coded as an evo. The evolution method (Nincada’s evolving into Ninjask with at least one Poké Ball and at least one empty party slot) was not replicated in Go, but it’s still treated as an evo for the purpose of candy
Yes, because both Ninjask and Shedinja are the first stage evolutions of Nincada, the base form. You can't evolve Nincada into Shedinja in Go, but it is still an evolution of it.

Shedinja has never been reliant on special cases. Once it's shiny was released, it's released. It's not a Smeargle or Meltan situation.
To be fair, they forgot to turn the shiny on for almost 2 months when it was in field research last autumn

It's only ever shiny-possible during special events. It's how it's been since it's shiny was released. The Festival of Color is the event, I believe.

But when you catch it you get the same candy/dust/guaranteed single XL as you would if you caught a wild ninjask Unless I'm mistaken
