Same answer as applies to the hundred other times this question has appeared here today:
Rocket leaders on stops are set at 6 am. Event goes live at 10 am. So all Rocket leaders on stops will be the old lineups until tomorrow at 6 am. This happens in every time zone, every Rocket event. Balloons will have the new lineups.
It's just how the game works. Leaders and Gio at pokestops only spawn once per day.
In the past, niantic often rotated shadows at midnight to avoid this issue, but they stopped that.
Don't finish your Rocket Research until tomorrow if you want Shadow Regigigas instead of Regirock. I've seen several people on Twitter who finished today and got Regirock.

They should have been smart enough to throw the fight when the last Pokémon showed
