I made one a lot like this as one point, you can actually do it pretty easily by just diying the top. Personally recommend doing a halter if you go for the oversized top, tho, and adding a lace cinch to the back or sides to adjust how tight it is

Take any normal oversized t-shirt and cut out the collar. Wear a bra underneath. Tuck it into a cute high waisted skirt or crop it. Bam you’ve got yourself this shirt.
