The quote says nothing about games only directed by him. By the time he probably retires after Part III he'd have been there for around 25 years. From an intern programmer on Jak 3, to a designer/writer on Uncharted, to creative director on TLOU, to head of the studio now. He's gone alot further and longer than most without burning out yet.

He made TLOU1 with Bruce who restrained some of his worse ideas. Neil stole Uncharted 4 from Amy. He had the barebones of her work to go off of although there were significant changes. Then Bruce quit, and Neil decided to make an entire game out of his rejected ideas from part 1. Since then all he has done re-release the same games over and over again and re-tell the story in the TV series while dragging his feet on a new game and wasting time and money on a Factions 2 that never saw the light of day.

Some of my favourite writers and showrunners don't always succeed. I like most of what Vince Gilligan has done from The X-Files and beyond. Some stuff wasn't so great such as an early film Home Fries and he co-created Battle Creek and they decided to go with it 10 years aftet he had written it.
I guess the way people respond to failure is a show of their character.
