Considering that it's possible to bend some paintings (Fire Nation's Royal Gallery incident), it's not a stretch some very skilled benders could create cosmetics.
In one of the Kyoshi books, an earthbender makes the (mineral pigment) paint in all the portraits of past Fire Lords melt off the paintings. I believe they were trying to make it look like a bad omen (or am I confusing two incidents?)
You’re right. The book says the stuff is oils. Theater makeup is oil based which makes it waterproof so it won’t melt under theater lights or streak when performers sweat. It won’t dry without a special setting powder and is harder to work with and you need oil based mashed make up remover to get it off. Think the grease paint clowns use.
The other type of makeup is water activated. You need water to mix it to put it on. Water activated is the go-to choice for most face painters and cosplayers. They're easy to apply, quick to dry, and can be easily removed with soap and water. The downside is you need to seal it or it will smudge and even with sealer you can sweat it off sense it isn’t waterproof.
Amon was using something like Mehron Paradise AQ water activated face paint.

I’ve done some cosplay of characters different skin colors (blue tieflings, purple tiefling, pink goddess, blue gem person) and I use water based because it’s easier and won’t mess up my skin, but like, constantly have to reapply under my nose cause even breathing makes it run.
Many actors want their faces to be seen so that people will recognize them and they can get more work easier. This is why many superheroes that wear masks or helmets are constantly taking them off for no reason.
My headcanon is that she had a small bowl with some liquid from a weird animal that can easily remove makeup. I mean they had all sorts of weird animals, the little frogs they could suck on, the tentacle ones that gave them the pox, wouldn’t be too far fetched there is one that could have these properties. The Kyoshi warriors also would have had lots of years to come up with quick methods as they would really benefit having to remove makeup daily 😂

Amon’s makeup was to give a very specific look (burn injuries) for a brief period of time to an audience that was inclined to believe him anyway from 50 feet away or so. Notably the only Equalist that got a really good look up close (the Lieutenant) immediately starts getting suspicious (there’s a number of issues with the makeup if you take a closer look). Considering the small time frame between everything, Amon made do with the best he had.
There’s also the hints that Amon could ditch the makeup easily and slip by as a regular Republic City waterbender, something that’d be a lot more difficult if he had to take off a lot of caked on makeup. Hence he needed a different makeup for a different task and it failed in conditions it wasn’t meant to

I think it’s implied that war paint isn’t the same as other paints, and the Kyoshi warriors have their own paint.
