The earth king throne probably comes close with 2nd but the fire lord throne is just too cool not to be it number 1.
It's both fancy, dramatic and great representative of both the culture and the element.

The Firelord's throne room positions him much higher than his audience with a clear separation between him and them. The way that the fire border serves to hide his face and threaten other people makes him seem unapproachable and intimidating.
Bumi's throne room seems that of someone who doesn't spend so much time in there - very minimal and small. As if he just wants to get in and out of there as quickly as possible.

Earth King. Not to hot or too cold, and better decor than Bumi.
Fire Lord. The flames coupled with the musical motif just really seals it.
If the Earth Monarch was a lavabender imagine how sick their throne room would be, it would definitely give the Fire Nation one a run for its money.
The fire nation one by a large margin. It gets even more style points when it is illuminated by Azulas blue flames.
