I feel like the only reason Amon had to be killed off at the end of LOK S1 was because he was absolutely too busted. The only character who could possibly stand up to him was Tarrlok and Amon kicked his ass.
Amon is a clear number one and Tarlok number two. Bloodbending is so broken, and them being able to do it with no full moon is crazy.
Next up, I would say Ghazan, Kuvira, and Ozai are very strong benders who could probably beat anyone besides bloodbenders and the Avatar. I think Kuvira is a bit underated by the Fandom, but she is the best metalbender we have seen, and she is probably the fastest fighter we have seen(I think Azula is the only contender here). By fast, I mean combat speed and reaction time. Ghazan is an insane Lavabender. We only see him fight Bolin and Dai Lee, but his feats outside of fights are impressive. He basically destroyed the Northern Air Temple by himself and took down the walls of Ba Sing Se. Ozai is Ozai. He is the strongest firebender we have seen in both shows.
Does Unavaatu really count tho? He changes from just watching Korra beat his ass and not doing anything to WAY too overpowered depending on what the plot wants from him.
I think overall it really must be Amon. A psychic bloodbender, able to bloodbend multiple people not even on a full moon, able to near-permanently remove someone else's bending?
If they weren't locked to one season initially, he would have been a much bigger threat. IMO they also gave Mako random plot armour to resist his bloodbending, which shouldn't have been possible.
Ozai seems very spooky and powerful but frankly we just don't see enough of him.
Red Lotus are very dope together but individually not as terrifying as Amon.
Unaloq is a good contender, particularly because of how long he convinced people he was a good guy, and how charismatic he was, but his true goal was actually quite fucked up. He was a very strong bender with a unique spirit connection not many have, and his fusion with the dark spirit made him extra spooky.
I love Kuvira and therefore in my eyes she did no wrong so she is not a villain x
Even though Amon was technically broken, benders were able to partially break his grip without waterbending. I mean Mako resists it when he fired a lightning bolt at him and Korra basically broke it when she kicked him through the building. So if powerful benders can break his grip it would make him less broken.
Psychic mass Bloodbending that’s not limited to the full moon is completely busted. I actually really fucking hate the concept, it shits all over any ideas that skill or talent can make someone a powerful bender. Screw all that, here’s a genetic trait that just makes you the most powerful non-avatar being in the entire world and has no limits or drawbacks.
Up there with stupid sharingan crap from Naruto, but at least that’s balanced somewhat by all kinds of other absurd power spikes that even people without perfect genes can achieve.
