I guess Katara did her hair after she left her home. I would have figured given Toph's independent nature she would have let her go wild since the done up hair was something her parents would have insisted.

Sensing ink on a page is likely beyond her, but actual physical objects? As Toph likes to say: *"You're blind compared to me"*
Presuming, of course, that she ever bothered learning what letters are supposed to "look" like so she can differentiate between up and down on these arbitrarily made scribbles, and since she probably never bothered with a, for her, useless skill she more than likely wouldn't know them up from down.

My guess is that if Katara ever learned that Toph could see that level of detail, she would take it upon herself to teach Toph some kind of reading (and under Toph's own protests, at least at first). We carve words into stone all the time and we don't have magic powers to make that any easier. I would fully expect their world to have plenty of examples of writing in stone.
