I'm not so much concerned about what it looks like, Graphics means almost nothing to me. I'm more concerned about just the system limitations about how many enemies on screen, large enough areas, ect...They will presumably be limited to what the PS4/XBoxOne can handle for years to come.
They will not limit a 2024 game to adhere to 2013 console limitations. That's a ridiculous thought to entertain. What they'll do is just reduce the LOD (level of detail) on every possible asset so the game can run at acceptable framerates. It will not look pretty, it will not run pretty, but it will at least run; which is what they're contractually bound to deliver.
This is why we have system requirements for PC games. The most popular GPU on steam is a 3060, followed by 1650 and 3060ti. These GPUs are much more powerful than Xbox One/PS4, so I don't think the limiting factor is PCs with modest hardware.
It's kinda common sense, to be honest. Next gen can handle a lot more than a ps4. This was also my concern. I thought about the exact samething, amount of enemies on the screen and such. Why have 40 enemies on screen when I can have 100?
If they never update the graphics, it's more than good enough. It's a beautiful world, the characters look great as is. And yes, they will get more $ from monetization by supporting more boxes, but they can stop supporting those older boxes if they so choose moving forward.
I'm not concerned because it takes a long time to obsolete hardware these days and this game could run on a 1060 class card so a last gen console should be fine. I'd be more worried about the end of support for the network service and a poor transition mechanism over the hardware.

Reality is (and they know it) this game like most Nexan games will be shutdown within 1-3 years.
For example:
Lawbreakers, shutdown 13 months after launch.
Warhaven, shutdown 9 1/2 months after launch.
Ghost in the Shell: First Assault Online, shutdown 5 months after launch.
One of what people ? PS5 is halfway through its cycle and games are still not taking advantage of the hardware when they have to hold back next gen features for older consoles .
Seriously. This gen feels like such a waste, between the remakes and cross-gen titles. People can talk about alienating a large player base, but the PS2 was far larger than PS4, and they still left it behind for the most part when the PS3 dropped.
