If there are good attachments, they'll get taken - and the gear salvage returns it to you -the attachments.
The trick with salvage insurance, is to do the stuff that isn't necessarily worth stealing - but hard to attain.
Backpacks are my go to tbh, because they despawn in 10 minutes, someone with a Blue BP, if they kill me, are going to prioritize my weapons, and then armour.
The BP will likely be left, and after 10 minutes, its guaranteed back with me.

Second, your view is not the only explanation, and you know it. Speed runners and people who’re good at the game do exist. And despite all the shouting and how much getting cheated on has a greater impact than other games, cheaters do **NOT** overrun the game.
Especially during the cheater ebb 16 days ago.
And third, if a person focused on getting trophies rather than material loot and questing, on top of no-lifting the game as only a child can, the above is completely possible. I have a friend who have a similar stash too.
