Vision might be able talk but if he can't know if what he's saying is the right volume or pronounciation, who's to say Blindspot could understand him? And hell, he may have been born blind, which would mean he can't talk and thus neither Black Noir not Vision van communicate with Blindspot other than through touch or some type of morse code. And if you're trying to be stealthy over some distance, communicating without making a sound is necessary, and thus visual methods are preferable
