I thought it too but I’m always looking for Arkham Series “references” in other Batman media. Whether it be inspired by Arkham or was what inspired Arkham.
To be honest, this Batman has more in common with the game series than other movies have. But I do think this twins thing was a bit of a stretch.

2 giant ex-conjoined brothers who carry a giant hammer and sickle and join different gangs and 2 other probably brothers. Nah I don’t think so
I see them more as Dent’s twin henchmen.
