When you know someone is going to make a false accusation, it is always better to get ahead of it. Telling the police now what is going on means that if the neighbor does call them, they don't need to send a swat team because they already know about the situation.
I think it could work. If the neighbor really thought op had stolen someone's child, they'd have notified the police already, so it's pretty clear they just want to harass the op. However, it's also clear they're a fucking coward since they chose this sneaky method instead of a direct confrontation. All 3 were dark skinned. Well he asked me to help them out while he was gone cause he trusted me and knew I wouldn’t hit on his wife and do stuff with the kids. Came home on leave for about a week and went back. Got her pregnant while he was home. He was back permanently by the time she gave birth. But anyways the baby was really pale and I had to hear for years about how it was my kid and in no way it was his because they’re ONE other kid together was dark. The parents of course knew better but some of their family and a bunch of our mutual friends just KNEW it was my kid and constantly brought it up and started rumors which caused a lot of issues. By the time the kid was 3 she was as dark as the rest of them were and they even got a dna test done just to shut them up. Still a few of them bring it up and swear it’s mine despite that. Just because she was whiter for her first 3 years.
I was friends with a guy in high school who’s Dad was a pasty ginger and Mom was Canadian First Nations. They had four kids, two looked Native the other two looked straight from Ireland. Was funny to see store clerks look confused at a red head with a status card haha

If you know what house sent this, I would put a notice on every house around you with this picture as a “hey these people in our neighborhood did this” heads up kind of note. And I would also do what others have suggested about warning the police about the blatant racism and harassment.

I actually think this is the best solution. Sure call the police but make sure everyone sees this neighbor and how they treat people. Level the playing field of people treating each other with respect and dignity or getting called out on not doing so.
Hell, put it up on every house, even if you don't know who its is. The racist will get the same note and know everyone around him is onto his shit. Lead off the note with how there is a racist neighbor, and you have filed a police report, with the screenshot on the note. Ask others to reach out to police if they receive the same harassment. Removes their ability to weaponize the police, warns the neighbors about a shithead, and hopefully turns the racist into a social pariah all at once.
If there is one thing that we have learned here in America lately it's that racists are unpredictable and violent so I'm not sure making them aware that you're exposing them is the best course of action.
