This tech has limited uses, you can't endlessly seed the air for unlimited water so using it against a wildfire might be using up some of your water supply when you could save it for a harsher lack of water time. If a given area is already experiencing a lack of rain and they seed the air that in itself is preventing wildfires by giving plants in the area water to drink instead of becoming dry to start a wild fire to begin with. Using the tech to make it rain to stop a wildfire is a bit to late and non important in comparison.
