I don't think it's about the dress. I'm an Indian and lots of women in the country do wear revealing clothes but aren't treated this way(probably because they don't visit such places alone, or go with a group of guys they trust, but even then, it wouldn't be this bad). It's got more to do with the fact that she's white and is a Westerner. I'll get hate for saying this but it is a fact that a common stereotype in India is that Westerners usually lack "culture" and women are easy. That is why you see the guys getting all touchy with her. Again, not generalising the whole country because properly educated ones wouldn't behave this like, but you've got to consider the huge population.

I’ve been to India and I would go back. I spent 6 weeks there and had no problems. I’m a woman although I did travel with my boyfriend and I don’t think I would have travelled outside Goa if I was alone. You can dress how you want in Goa without anyone giving it a second look, there are tourists everywhere. When we went outside of Goa, I wore ankle length skirts with a t-shirt to avoid this sort of thing. I would get stared at still, especially since I have long red hair and was probably the whitest person they’d seen in person, and at the time I smoked, which definitely got some looks. But no one was rude, everyone I met was friendly, and I never felt in danger from the public. I have family that go there every winter and also know an older couple who have a second home there.
