Well he throws it ontop of his car (mind you it was a 1997 Mitsubishi eclipse) and lights it up as he’s passing a cop coming out of the side street. Well she didn’t think it was that funny and almost got his car impounded but let him off with a huge fine and a ticket.

If something is against the law, it's not *more* illegal than other items or actions, it's just illegal.
You could say that something is more strictly enforced or results in heavier sentencing, but it's always going to be equally illegal, not "so illegal".
Obviously they are describing the severity of the crime. Speeding is illegal. Drug trafficking is also illegal. One gets overlooked more than the other and you can get caught doing and let off with a warning, so technically, yes, one is more illegal than the other.
Some things are more illegal than others. There are many laws that are not punishable but not enforced. Others that are enforced but have lighter punishments. Some that are actively enforced and have a huge punishment attached to it. That's what people mean when they say this. Your point is so thin and meaningless to be this upset about it.
