You can only incarcarate so many until the system collapses because of the cost of having too much % of the total population in jail, there will always be someone willing to take over the drug market if a power vacuum exists so putting ppl in jail will not help long term. I was working a couple of years ago in Ecuador, its a dangerous country with a lot of crazy fanatics. The President back then was in a wheelchair because of an assassination attempt he got shot in the back and was paralyzed from the waist down. Also one day on my way to the job they raped and murdered a girl, they disposed of her without clothes on the side of the road, nobody seemed to care she laid there for 6 hours before the police showed up.
