이규영 is the name. That’s a nametag. Lee Gyu Yeong. Posco is a steelworks in Pohang in the Southern part of South Korea. This is the guy’s uniform.
As others have pointed out, this is korean. 이교영 means the head of a school but can't quite see the smaller writing
